I believe we should.
Our current TM goal is 75. That can change depending on how much people actually contribute.
These are some attacks that I believe should be TMs:
Thunderbolt Ice Beam Flamethrower Fire Blast Blizzard Thunder Hyper Beam Toxic Sunny Day Rain Dance Reflect Light Screen Psychic Sludge Bomb Sandstorm Double Team Brick Break Solarbeam Giga Drain Dig Return Frustration Safeguard Protect Earthquake Hail Hidden Power
(Note: All taken from the Ruby/Sapphire Generation)
That's 27 right there. Based on the number of Gym Leaders we have, we would be adding in 36 other TMs, bringing the total to 63. We would still have room for any Additional Old attacks and New attacks that we may create.

I'm really don't care what attacks are TMs as long as they include Toxic and Ice Beam. Enemy ______ is badly Poisoned! Oh how I love seeing that...

I nominate rest (though it could be interesting without), refresh, skill swap, taunt, torment, snatch, bite, crunch, hurricane, imprison, swords dance, volt tackle, sleep talk, substitute, surprise egg, explosion, zap cannon, dynamicpunch, endure, rapid spin (or hyper spin).
From the moves I made and that you know about, I suggest gamble, malice, nausea/virus, avalanche, fire bomb, quartz claw, star stream, war dance/multiply, syntheleaf, maybe even death ray.
These are the ones I had in mind, pick the best suggestions.
Also, in FR/LG, there are many move tutors for some old RBY TMs. Do you plan to do something similar? You could add in some tutors for key GSC TMs, such as sleep talk, zap cannon, dynamicpunch or endure, it would be interesting. I still prefer TMs though.

Either by buying or through an item exchange, one could go back to the Tutor multiple times and request duplicates of the same attack on other Pokemon ala Crystal version. My personal favorite for a Move Tutor selection would be a 'Punch' Tutor, a person who'd teach every kind of Punching attack there is (Ice Punch, Thunder Punch, Fire Punch, Dynamicpunch, Comet Punch, Dizzy Punch, Mega Punch, and I think a couple others). We could also have an 'Assistence' Tutor, who would offer the healing moves (Rest, Refresh, Safeguard, Wish, Substitute, Endure, Protect).

Moves like trick, follow me, flatter or helping hand are pretty general. They should be learnable by most pokemon.
Edit: Oh and there's the good ol' horn drill and fissure (and why not guillotine). Also forgot thunder wave while I'm at it.

Probably because I've grown too accustomed to the Ruby/Sapphire TMs. I'm not even fond of Skill Swap or Torment all that much, but they do provide nice fillers for Pokemon creation. The others that you had on the list either A) were just not suitable to me as being a TM, B) Already destined for TM-dom, C) I never appreciated as TMs in the first place, or D) Just all-around turn offs. I'm really contemplating which Moves should be over others in the TM race. Most, if not all, sound good, but then the TM Market may get over-saturated and leave room for our own made-up moves restricted to Gym Leaders. And if you were wondering, from your second list, I like: Roar Metronome Psych Up Follow Me Fake Tears Flail Recycle (How devilishly exploitable)

Time to nip this in the bud. I've compiled the list of possible TMs attained through suggestions. Please vote on those which you would like to see. This is the best way to pinpoint our TMs without actually having one person just go through the list and selecting them (which I'm an inch from doing). The total is 75, but the number can change based on how many new attacks we wish to have as TMs.

Of the list, I would vote for: Thunderbolt, Ice Beam, Flamethrower, Hyper Beam, Toxic (classic TM’s, and it would be cool to be without the 120 base power attacks for a change) Sunny Day, Rain Dance, Sandstorm, Hail, Weather Ball (Important Tm’s and weather ball on more pokemon, I’d love to see that) Giga Drain, Dig (no solarbeam or earthquake! I’d love this) Psychic, Sludge Bomb, Brick Break (some useful moves of useful types) Hidden Power, Return, Frustration (these moves have to be TM’s) Volt Tackle, Zap Cannon (I missed these moves in r/s) Skill Swap, Taunt, Torment (fillers, but somewhat useful) Bite (crunch is too strong to me, the pokemon world would resort to chaos) Recycle, Metronome, Trick, Follow Me, Helping Hand, Flatter, Swagger (if using flatter, than you have to use swagger) Signal Beam, Dynamicpunch, Rockslide, Explosion (power houses, except signal beam, which is necessary) So there, I’ve voted for 35 of these move suggestions.

As I said, let me know if you don't like them. We can then discuss all together if they should be taken out. it's the whole point of me posting this.
Recycle IS useful, which is why its a TM. But as I said, if you don't want it, it'll be put up for some debate.
No Sneasel.. We are not going to have a 00 TM. It's just the current numbering system I have the TMs set up in. Once we work the kinks out, we'll have the standard 1-75 Arrangement.

This is my opinion, but if zap cannon made the list, dynamicpunch has to, also. Dynamicpunch and zap cannon are identical moves (100 base power, 50 accuracy, 100 % chance of inflicting status condition). It is just like thunder/blizzard/fire blast (these three I want ditched along with solarbeam) and flamethrower/ice beam/thunderbolt.
Same thing with swagger and flatter.

These are the moves I DO NOT want as TM's, 19 of them. I'd rather have a lot more new TM moves.
And can you help me improve slack quack, V? This is the move I suggested for Mallard. "Distracts the opponent with a loud quack." Lowers speed and accuracy, etc. It's in the gym leader TM thread.

Well, I doubt that most people are going to want to get rid of Earthquake, Double Team, Protect, or Hidden Power, but that's why were here to discuss. Even without cutting those 4 off, we'd still have a decent portion for our new attacks.

No Earthquake? Why? I agree, FireBlast/THunder/Blizzard can go, but we must have Earthquake. Its the only good Ground attack. I think. And Hidden Power? No way we can't have hidden power. Zap Cannon and Bite are just bad ideas for TMs overall, though.
