Well, it's been long enough. Here are the current attacks that are scheduled for deletion.
-Zap Cannon -Flatter -Bite -Imprison -Fake Tears -Recyle -Torment -Snatch
If no one objects (and I doubt most people will. What, around 5 people actually particpate in this?) then these will be eliminated.
Here are my thoughts on some other choices.
Roar
This has been a widely used attack, great for Spike Shuffling or Pseudo-Hazing. Unless its counter part, Whirlwind, has a place in the list, this must stay.
Recyle
This attack still needs time to prove itself. As a TM, it would be able to span across multiple Pokemon. Rather than throw it away, use this time to flesh it out.
Endure
A popular way to captitalize on the Flail/Reversal moves is to use Endure. Sadly, it didn't show up in Ruby/Sapphire, and a lot of potential sets weren't avalible.
Hyper Beam, Blizzard, Protect, etc...
Can't live with 'em, can't live without 'em.

Ooh, we must have my favorite Roar. Without it, my poor SKarm would phail... Or at least the Whirly-wind...
Now as for Recycle, I still don't quite get it. Say, if my Dusclops Chesto-Rested and used Recycle, would he have the Chesto again? Or would he just have the effects of Chesto immediately occur (in this case doing nothing)? Imagine this thing with some Leppas... Infinite PP! Never Struggle again! Okay, it's a keeper.
Endure... I've always liked the idea of Sub-Flailers and Reversal-Flailers of being few and far between. It's a useful set, but I thought it would just water it down if a lot of Pokémon could make use of them...
Hyper Beam... It's always been a TM since RBY, right? Kinda seems a waste to drop it now... Of course, either way, I wouldn't use it. Its debatable as far as I'm concerned.
The 120-Elemental Attacks... I can't stand them. Accuracy over power. I'd prefer T-Bolt over Thunder any day. But of course, there are those people that would die without their precious Fire Blast and Thunder and Blizzard...
And finally Protect. Sheddy's best friend. Protect to see if they have something to kill it, if not, attack away, if so, swap. Don't leave your SHedinja without it. But why do I care? I'd never use Shedinja anyway. Debatable.
So here's the final count:
Yes: Roar (or Whirlwind), Recycle No: 120-Elementals, Endure Maybe: Protect, Hyper Beam
Of course, this is all my opinion.

You do realize that Fire Blast is actually Highly Accurate for an attack with that much power? That's why a lot of people like it, because it's almost as good as flamethrower. And there's Thunder's 100% accuracy in Rain Dance, which in turn makes RD more popular. The only real crappy one is Blizzard, but I guess anything that can have a 30% chance of Freeze needs big restrictions.
Flail and Reversal isn't the only thing for Endure to work with, it's just the biggest. There's also all of those Type Booster Abilities (Overgrow, Torrent, Blaze, Swarm) and it makes the Berries that activate when in Critical Health a lot safer to use. Plus, there's still some TM spots left. We could add another Flail/Reversal-ish attack if we wanted to.

Either way, I still don't care for the 120s. My luck is so pathetic, I could use it 20 times and have them all miss. So I find it best that I use the high-accuracy ones. They can stay as TMs. I don't care. I just won't use them. Ooh, I didn't even think about the berries. I've never used them, but I'd like to be able to in Treasures.

That would be usefull of course, but for the pokedex (remake) I'm happy with the numbers. I've got that for the TM's already, but how many HM's are we going to have?

No Whirlpool. Hell, I might make it back to 8 HMs, and get rid of Rock Smash. I hate that one...I wish it was a TM like in GSC, and that's what I am thinking of doing. So the HM Lineup would be:
1. Cut 2. Fly 3. Surf 4. Strength 5. Flash 6. Dive 7. Waterfall 8. Heat Wave

1. Flash is now Light-type,right?
2. Maybe there should be a Wind-type move that could move things out of the way with a gust of wind?

Oh, one more thing. Whirpool and Rock Smash..will they still be essentials? Like important. If so, maybe you can make them Move Tutors. Free, usable over and over. Same could go for moves like Headbutt, if we continue to have Headbutt trees.

Rock Smash, Headbutt, Whirlpool, Dig, and anything else I missed, really should be put on a "Field Move Tutor". It frees up space for the TMs and gives us yet another interesting move tutor.
And I'm not seeing the practicallity of a Wind HM. Pile of leaves is right, that's the only thing that comes to mind. Not very intimidating, is it? I'm fine with keeping Flash, Surf, Waterfall, Heat Wave, Fly, Strength, Dive, and Cut.
