I'm not sure about this move, but it popped into my head suddenly, so I might as well post it. My only concern is that it is a basic clone of Dragon Claw at the time, and the names are similar enough. I've also found no PT Pokémon so far to throw it on, but it can work on Parasect, Scizor, and possibly some other, just for the sake of a Bug Move.
REQUIRED FOR EVERY MOVE
1. Name- Insect Pincer (changeable) 2. Description- (Not good at these..) 3. Base PP- 15 4. Type- Bug 5. Pokemon that would have this move- Pokémon with pincer claws (OH! [Name change] Claws like Scizor's, Pinsirs and Parasects, yeah those)
IF REQUIRED BY THE EFFECT
1. Power Base- 80 2. Accuracy- 95 (or 100?) 3. Side effect accuracy- No side effects 4. Touch- Yes
OPTIONAL FIELDS
1. Target- 1 2. Priority- (Regular attack) 3. Sound- No
"DON'T FILL THESE IN YOURSELF UNLESS YOU HAVE A REALLY GOOD REASON TO" FIELDS
1. Can miss- Yes 2. Can be snatched- No 3. Can be MAGIC coated- No 4. King's Rock, Brightpowder- Yes 5. Others- 6. Counter & Mirror Coat- Counter

I don't remember how many New (our) attacks we still needed, something like 10 for the TMs, but be sure not to lump all of your eggs into one basket. Bug's okay, we have Wingbeat and possibly Signal Beam already on the complete list, so this should probably be it for Bugs. No more Grass attacks I'd say. You can try to for common Types (Water, Fire, Electric, Fighting), but I don't recommend it. Even putting out more neglected Types can get overwhelming after a while as well.
As for the attack, sounds like you're trying to just get another high bug attack out there on the market for the sake of having one [looking back, you said that yourself], ala Dragonfree's Steel/Iron Blade. So, we're talking a plain Megahorn. If you want a larger distribution, go with something like Insect Slash for a name, since "claw" would imply a physical limitation.
On the attack itself, in case you didn't know I'm viewing this as a TM. I think placing it as a Natural move is just too bothersome. It also seems a little boring like Dragon Claw, but granted most people would be more inclined to use this because of its Bug affinity.

Insect Pincer? I'm not good with names or descriptions. Just so ya know V, Dragon Claw is the same as Drill Reck, and it seems they did it for the same reason I did this. Dragon only really had Dragon Breath and Outrage, and Bug currently now has three useful ones. One powerful and low accurate, one is low PP, but Signal Beam I like.

Understand though that Drill Peck was introduced in RBY. It's been around since the beginning. Dragon Claw takes on the "standard attack" in a much greater sense. It's not like Dragon needed one though, being a sucky type to attack with. Basically, just pointing out that not all Types need this "Standard attack" to work out, but you making a Bug version is, to me, more justified than making a Dragon one like they did.
Don't forget my very own Scurry (new bug move, naturally received) for the bug repitoire.
