And to me, it looks a little plain, and like a rip off of Leech Life and Mega/Giga Drain, ones like those. I personally don't like it much, but it's V Faction's decision, he's the move master. Me bad at moves

Meh. BTW, I like that word.
It's good because it gives Dark Pokemon (even though you unspecified which) another good powerful move, which I only recalled a few days ago seems to be in short supply. I don't remember if there were any Exclusive Dark attacks made for one of our Pokemon (it's probably in the Move Roster), and if there is or not will dictate this move's introduction.
It's BAD because of it's effects. Like Shadolf said, it's akin to the Drain attacks, but if you'll notice, none of those attacks exceeded 60 Base Power. Your attack has 100 Base Power. See the glaring difference? The HP Drain moves are kept to such a low power because of their life giving abilities. If you increase that power, things start to get out of hand.
Now, this is our game, and as such we're able to bend the rules from time to time if we please, with attacks and stats and whatnot. However, we also try to maintain a level of similarity between aspects, as a sort of comparison, to insure that we are creating a familiar environment to work in. That being said, I think this attack should be decrease to a more suitable level, around the 60-80 region. The fact that it IS a Dark type attack gives some leeway for the power to reach up to 80, there by equaling the other overly useful Dark attack, Crunch, in power.
The question that remains is: Exactly WHO will this attack go to? Life Drain certainly is a broad description (a name retooling could be in order as well) and the candidates to receive this are many. The simple solution would be to make it a TM, there in not only solving the "Who gets it" issue but also granting a very useful attack to a wide range of eager Dark Types. Of course, if my peers agree and that confirm that TMship would be the best possible choice, the power might have to take on a more reasonable base, around 70 I'd say.
And upon final thought, the "Does not effect Ghost Types" is most definitely tantalizing. Whether or not it has some significance to the overall idea of this attack is no real problem. My opinion is that it should be kept, acting as another security. Now, be a good lad and fill in the proper fields.

In my opinion it is:
1. Bland
2. Too powerful
3. Not worthy of TMship
