Seems to me that this is their way of incorporating Emerald's Battle Frontier. Seeing as the anime did Hoenn before Emerald's release, it's to be expected. It is also a reason to send the group back to Kanto to do the FRLG islands.

But I dunno, I don't really follow the anime.
