I probably will in the future. I'll comment on the evolution for now.
Here's how the normal chain works:
Togepi ->Happiness-> Togetic
Here's Togetant's chain:
Togepi ->Happiness-> Togetic ->Tradew/Heaven'sEgg-> Togetant
And here's my proposal on how to get Togecus:
Togepi (holding Heaven's Egg) ->Happiness-> Togetic and Togecus
Much like Nincada to Ninjask, Togecus will be an extra Pokemon you can get from the evolution if you have all the necessary precautions worked out. It's a sort of 2 for 1 deal.

Well, I can't think of the Light weaknesses off the top of my head, but I'm pretty sure there are three. That is four weaknesses all together, more than one HP, good defense (I think I wish I knew more about base stats...), and Wonder Guard? Seems a little overpowered too me...

I'm sure there are 3 myself. I can only think of 2, probably sure-fire, weaknesses: Dark and Grass. Shedinja had 5.
HP is a Base 20. Meaning, well, yeah it's more than a Single Hit Point but definitely nothing to be happy over. And it's defenses are good, but not great.

I feel sorry for Shedinja. Shedinja came along with this great ability but only had one HP. Now, this dude comes along with great defenses and more than one HP with wonder guard.
I want Togecus to keep wonder guard!

I am sorry but Togecus can't have wonder guard. It's downright broken.
Immune to 16 types out of 20, able to survive spikes and toxic quasi normally.
Many pokemon will never be able to touch it. It can switch into them, then use Yawn or Substitute on the switch to either ensure sleep or immunity to the next move.
You can also make it abuse Follow me in a 2v2. Worse yet, you can make the partner use Follow me, which would make Togecus immune to all moves except moves from 4 types that happen to hit both opponents. And to make the matters even worse, Togecus can still Substitute.
You could also make some wicked combos with Psych-up.
And to add insult to injury it can resist blows, especially if the opponent didn't train his pokemon properly.
Anyway just drop Togecus's HP to exactly 2, kill its defenses and increase special attack and speed.
That, or I could set up a PTBot and test it out.

Togecus is meant to be powerful, I think. It will be a refreshing change to have the Togepi line actually do good in battle. But I still think you should set up a PTbot, so that we can test all these. That, and I think it would be cool.

I give you credit for figuring out the whole ploy. The only way I'd be able to get this to see the light of day is IF I do exactly as you say and make it a Pseudo-Ninjask. Truth is, Togetic has had so much to put up with, to the extent that even Ancientpower and Baton Pass with Serene Grace still isn't even enough to help, that when this sad, almost laugh-worthy, kind of spin-off Pokemon shows up, people would still disregard it. That is, unless they dug deeper. HP gets sacraficed, Defenses stay. It brings the total down, which I have no clue if cuddles is okay with, but makes it fair with Wonder Guard. I'd prefer it to have a base HP of 5, but if a single digit is what you want (let's make it one instead of 2) then we'll go with that.

If you're going to upload Togecus, mind doing another while you're at it? It's an attack called Lava Floor and it works a lot like Spikes. It can be laid up to three times but the damage stays at the 1/16th mark. What changes with each use the is burning rate (10%, 20%, 30%). The biggest concern of mine is if its at all possible. If you can make it happen on the Bots, that pretty much seals the deal for the regular game.

I can make almost everything happen on the bots, and if I had made the bot myself from scratch, I would be able to make everything short of real time battling. But that's the -bot-. I have absolutely no idea of what is possible to do on another engine. A priori, I would say that you can probably do less, since the source would not be changeable. It remains to be seen, however.
This said, that attack seems easily doable, and it's pretty interesting too. And I'd rather upload the whole available roster than just Togecus. It's a whole, so it has to be tested as a whole.
Oh and if I do this I can re-generate all the information under whatever scripting format has to be used, and provide all sorts of calculations as needed.

I'd suggest uploading everything in the Pokedex. Those are the only things that are for sure. Also, is it possible to change the damage on an attack for weight?

I recommend 5 base HP. With 2 HP and good defenses, the good defenses have no purpose whatsoever. So I recommend 5 base stat HP, and keep the defenses. If you give it 1/2 HP, it has to have good attack stats because those defenses won't be used at all.

I know the Defenses wouldn't have any use at all. I find that kind of fun actually. One would expect that since it has such a small amount of HP, all the remaining resources would be put into beefing up the attacks. This goes against that usual thinking to add to the novelty more.
I'd like to know the numerical result of having a Base of 1 HP though, instead of actually having one hit point. That may lead to an interesting set up.

DarkDog: Weight is used in the calculation of Low Kick's damage (and in Butt Bomb's damage in PPC), if that's what you meant.
Personnally I would recommend 2 exact HP, higher speed, higher special attack.
1 base HP is between 112 (DV=0,exp=0) and 206 (DV=31,exp=252) HP at level 100.
Also who's in charge of the website? The files used by the PHP pokedex to generate the pages would probably be very useable to extract info for a bot.

I'm just talking about making you a bot for testing. The already established pokedex, as far as I know, is coded in PHP, and probably gets its data from text files that are already well organized, so that's a source of information I know of. Unless you want me to incorporate a movedex, traitdex, overview, search functions and a stat calculator, I am not doing any more.
