The sprite has to be 64x64 and have it facing the bottom left (IE: towards the player)

A good program is Jasc Paint Shop 8.0 wich I use. I also have Photoshop 7.0 (I think), but it stinks.

I also have Photoshop 7.0 (I think), but it stinks. Now that's just because you can't use it. It's a little more complex than PSP (Paint Shop Pro), but so much more powerful. The best program you can use is Adobe Photoshop CS3, but it costs a fortune ($600+), Corel Paint Shop Pro or Painter are very good too, but for spriting you don't need such powerful programs (they're very usefull for real drawing however). Paint.Net, the GIMP, Krita and even MS Paint are fine for spriting.

I don't buy programs, I'm just 11. For PSP I have a crack.
But I can't get regular to 3 programs.

Everyone has Paint. It comes free with the computer. Wrong, it comes with windows so not everyone has got it. I don't, for instance.

STOP BUMPING OLD THREADS! What the hell is going on this week? It's been two weeks, I don't think that counts as an old thread. Also I know for a fact that Kyledove and ZeroCool both use MSPaint for the majority of their sprites :/

That wasn't a particularly old thread, TL.. not even two weeks.

Yeah, it's not exactly a mega-bump. And yes, MSPaint is just fine if you're a talented enough spriter. Graphics editing programs like GIMP give you more freedom, however. And you can animate with it.
As for the posted sprite, I hate to put it this way, but it needs a lot of work.
Here are a few things for you to keep in mind for your next try:
1) If you're making a Pokemon, it's important to make sure you keep consistent with the way the Pokemon are orientated in the game. Like some other members said before me, you need to make sure it's facing the bottom-left of the screen.
2) Also, it needs to be a much smaller image if you hope for it to be used in this project. I think I read that they're using 64x64. I would suggest starting by opening a new image whose size is 64px by 64px.
3) When you're drawing, it's important to do it slowly. It looks a bit to me like you did a rushed job on that. Proportions are necessary. It's also important that you pay attention to the image up close and far away. It's leaning quite visibly to the left of the image. Make sure it looks upright. Spend a lot more time on all the body parts too. Use other Pokemon as examples.
4) There is no shading. If you want your Pokemon to look convincing, you need to have shading, otherwise it will look like a flat piece of paper. If you shade, it will give the image the illusion of being three-dimensional. To get practice with that, just refer to other Pokemon until you get the hang of it.

For an animation program, I like Jasc Animation Shop. I don't have it, but I'll download the 2 months trial today.

Gimp's much better. Also aren't sprites 80x80?

Currently we are using FRLG style. DP style is 80x80.

FRLG sprites are 64x64 though. A bunch less space but meh.
