Its cute! ^-^ I love it. I like both versions, too and I can't decide which is better.
It looks like a mix of azuril and sentret, but thats okay I guess.

It is cute, but it looks way to much like Azuril. I openned it and that is the first thing that came to mind.
It's also a cute idea, but Sentret really doesn't need a pre-evo.

Its not that bad, I think it's cute. ^-^ But, if you want to make it better, and if you use Paint, I suggest that you use the curved-line tool to smooth the edges a little more. Also, when you shade, keep in mind where the light source is. Does it come from the little sun, or does the light just come from the top-left corner? And when you shade keep in mind the shape of the object. Make the shadows curve with the body. Use lighter colours in the outline lights. Black only needs to be used sparingly, for the really dark bits and for clarity. Spriting so small wasn't a good idea either - even the smallest pokémon (Figlet, Natu) are bigger than that.

The border is two colors, but they are both very dark.
Also, the sprite doesn't dictate the height of the pokemon.

If sprites were all the same scale, Natu and Rayquaza would both be too hard to see.

Not a sprite, but: I make my pixel arts by drawing them first on paper or in paint. (And scanning them on the computer if I drew it on paper) Then I resize them to my liking, use to line tool so make the lines straight or curves right, and color them in. After that I shade in the shadows and highlights. It took a lot of practice to get where I am. (You don't want to see my first pixel art XD ) I did this: It's called Cranyon and it's Grass/Light.
