I've been thinking about this, and here's what I've got for a superpwered Light move for Albinos:
Vivid Blast (not sure, Vivid Blaze?) Power 170 PP 5 Acc 95 Lowers the user's special defence as far as it can go and puts them to sleep. Light/Special/Beauty Selected target, normal speed Brightpowder and Contact no, King's Rock yes
Dunno about contest stuff. Maybe lots of points and makes the other contestants nervous.
What do you think? This would be albinos' signature move, other pokes would learn it too though.

I don't think we should remove Solarbeam. Let's use them both.
By the way, I have info for contests: Type: Cool or Beauty Effect: Makes all the pok'mons nervous but the user(Note: Always succeeds) Appeal Points: 0 Jam Points: 4

I don't think a Light attack would be completely jam points. More like 6 appeal.
And why would we replace Solarbeam completely? :S This is a replacement for Light pokémon to use instead.

I used to be against simply making a second Solar Beam for light types, but then I saw Nintendo's Hyper Beam/Giga Impact split and yeah.
This sounds like a great idea. It would be sort of worthless as anything other than a finishing move in the metagame though, unless you had a white herb handy. In which case the move is practically uber.

Updated: Leaves user immobile, but also asleep, plus it costs 1/4HP recoil. Not quite so uber, but still impressive.

Keep solar beam as a grass move that requires the absorption of light to work.
As for the light move equivalent, solar flare.
