Can this be the grass hyper beam? Like giant fast growing vines coming out from the ground? It fits the name nature RUSH.

Frenzy Plant is already the Grass Hyper Beam.

Frenzy Plant is already the Grass Hyper Beam. Solar beam used to be, too. Only venusaur can learn frenzy plant. Nature rush could be affected by weathers, say it doesn't need to charge up in rain/sunny day conditions but takes 2 turns to charge in acid rain/hail.

Solar Beam was a reversed Hyper Beam, rest first then attack...
Perhaps it could be a pumped up Nature Power...?
