How do you really make them? Is there a program?

I really have no idea. There has to be some way to make them. If not, then I think the Map Editor or Animation Shop will allow it.

What is the maximum amount of time the cries have to be? (Windows has a sound recorder program thing that lets you record sounds. It's built in and convenient. So why not use that?)

You are right DeathChill, it does seem like a huge freakin pain for you to do it. Sound making always seemed so impossible to me.
I'll have to check that out Chinchou-Chan. Do you know the name of the program? I might try a little bit.

It's under Accessories > Entertainment > Sound Recorder.

Wouldn't sound digital enough..I'll check the net. Either way, try to sleuth the cries from www.turquoisecity.com/Labs/ and work with them.
