It looks like it could exist in water and on land (though on land it would have difficulty moving). For the evolution, perhaps you should make the crystals on its back form into a Sail (Like on a Marlin). Then make the front part of the body huge in order to hold its mouth, which would get larger with the evolution. Its fins would extend and it would have 2 on each side. The Pokemon would also have small whiskers on its nose, like a catfish. But very small. Its back fin would be a rainbow of colors. I'm not sure what type you decided on for the Second evolution, so I'm going to assume Poison/Dragon. For the evolution, make it larger of course. Give it 4 legs, 2 in front and 2 in back (it will walk on all fours). The toes would have 1 large claw and 2 smaller little claws. The Pokemon's face would become longer and develop a very pointy snout. The curve on the back of its head would change into a spiral. At the back, its tail will get longer. The wings are double the size of the body and would look like torn butterfly wings. Make them very poison looking, because the wings would have lots of toxins in them.

I'm not sure I see the Buggy features of the Pokemon. Then again, I don't see any Dragon features in Vibrava either...

I can't see really any dragon characteristics in Vibrava either V. All I can see are Dragonfly feratures. I guess Nintendo and the rest of them think thats close enough.
