Some general suggestions for the Pokémon that these trainers will use:
Cobalt Type: Ground Personality: Honest, simplistic Theme: Down-to-earth, simple Ground types Suggested Pokémon: Sandshrew, Phanpy, a new ground type (I can't find any pages or images showing all the new Pokémon, arghhh.)
Manny Type: Bug Personality: SNOOTY! Theme: Flying bugs Suggested Pokémon: Scarab evolution, Ninjask, the electric locust. ;D
Fern Type: All-female Personality: Playful, makes fun of her brother Theme: Beautiful gals Suggested Pokémon: Illumise, female Nido, Chansey
Otto Type: All-male Personality: Stern and condescending of his sister Theme: Hard-hitters Suggested Pokémon: Hitmontop, Tauros, Nidorino
Miserie Type: Ghost Personality: Grim and foreboding Theme: Sinister and menacing Suggested Pokémon: Scinister, (I probably spelled it wrong) Shedinja, pumpkin (forgot the name), and Gengar
Suggestions, comments?

The fire rabbit is gone. It will bhe replaced by the semi-legendary line, which V and I have been discussing, or were, a week or two ago.

Jample/Tetigawatt is a Grasshopper! Not locust! It has Bounce! That would be Sinciser (Sin and Incisor [changed to E for a Ver], get it? ) And it's customary to have a lot of powerful Pokes, Sneasel. I'm not too fond of it, but at least we have a small number. The Semi-Legend would just be our Dragonite/Tyranitar/Metagross.

Back to the topic. I guess that Jynx does fit Fern better. Maybe I should replace the Nidorina.

I think it would be a fun idea to give them the gender opposites of Pokemon duos. You've done it somewhat, but here's a quick rundown of my example:
~Fern~ Nidorina/Nidoqueen Miltank Illumise
~Otto~ Nidorino/Nidoking Tauros Volbeat
It doesn't have to specifically go like that, but one thing I'm against you doing is getting rid of the Nidos. They're the poster Pokemon of genders. It would be silly to not have them on the Gender Gym Leaders!

I believe Manny's name is derived from the insect "Praying Mantis". The "-ny" part was added to make it sound like a Human name (Correct me if I'm wrong Ket).

Yes, Manny's name is based off of "praying mantis".
Maybe giving Fern and Otto opposing Pokémon is a better idea. Nidos, bovines, and fireflies...

Yeesh, we're not fully done here... The information we need for now is mostly complete, but we should keep this thing open for more comments/critism and more information (such as TM moves, money prizes and the like).
Speaking of which, have any idea on what TM moves they should use? I don't mean full move data, but suggestions on what type of move they'd use (supportative, heavily offensive, small offense with extra effects, or other special properties).

Ket Shi: It depends on the personality, I'm going to go with. If you have a lot of people (which you do), it would be smart to go with a big mix of all kinds of attacks. You don't even have to necessarily create attacks; they can be obscure ones that never had been TMs before.

Okay enough of the useless crap.
It's not over yet. Next is deciding on money, TMs, and the movesets for each Pokemon, like Ket Shi said.
By the way Ket Shi, I think it will work if you just make up the TM you want (by naming the move), tell V Faction, and later on we will decide the numbering. We don't have a TM list and this I think will help to bring it together.

Well money is very easy to figure... THe highest level of your pokemon you make thousand and that is how much you give... Such as
Lv 21 lv 24 You would get 2400

Here's some general concepts for TM moves:
Cobalt's TM: Well, he's down to earth, so...why not include a Ground move that can hit a Flying type? ;D
Manny's TM: Manny uses fast, flying bugs. I'm kinda picturing a buffing move involving the wings that increases speed and can confuse the opponent. Maybe 'Wingbeat', which not only primes the wings for flight but can confuse the opponent with the noise created?
Fern and Otto's TMs: Attract is perfect for her, but she needs a new TM. Maybe a move that can only be learned by female Pokémon... It will only work on male Pokémon. Maybe inflicting both confuse and attract? Perhaps Otto could have a pararellel move.
Miserie's TM: Someone on the boards suggested a move called "Infect", which works like Synchronize. I can picture Miserie the miserable wanting to spread the 'joy' to her opponents.
